如果枫叶卡来的晚了，实在等不及，人已经回国，常用的错误方法有：

拜托朋友代收，收到后，托人人肉带回，或通过邮寄方式寄回中国。

问题：现在加拿大移民部规定：只有第一次申请枫叶卡，即「第一阶段卡」(Phase I Card)的新移民，由于他们初抵加拿大，可能暂时没有永久居所，允许他们以移民顾问或亲友地址做为新卡的邮寄地址。

加拿大移民局规定:

(1)、加拿大枫叶卡应在加拿大境内发，并且不可以由他人代为邮寄到海外和使用。

(2)、加拿大人不能在没有委托的情况下持有他人的证件及信用卡、工卡(夫妇也不能)。

所以，邮寄和托人带，尽管最常用，但是不安全，万一被查到，卡会被没收，持卡人会被审查并处罚。这样做主要为了防止盗用卡来进行犯罪。

由于托人带卡和邮寄枫叶卡均属非法，所以比较安全简便的合法方法是：

(1)回国的人持护照及移民纸再到加拿大的大使馆办理签证，但要有证据证明你回国的理由真实。

到国内的各大签证中心去申请返加签,如何申请?

登陆vfsglobal.ca网站后可以切换到中文界面，申请签证种类选择最下面的”永久居民旅行证件”即可。一般来说网上填好表格， 需要预留出1个月的时间来办理。点击进去以后进入永久居民旅行证件的说明。

简单来说，永久居民没有枫叶卡，在加拿大境外需要返回加拿大都要申请。初次登陆的比较好申请，按照实际情况提交登陆纸，申请表格imm5524，叙述原因，缴费，按照提示准备材料，提交申请就可以了，不会拒签。

(2)回国的人到国内的公证处，公证委托某人带回加拿大枫叶卡，公正的手续当然要各种手续齐全。然后凭这份公证再到中国驻加国的使馆办理证明(大使馆认证)。过关时出示这些法律证件，即可。

Tempo Running vs. Steady-State Running

 If you’re training for a long distance race or you’re working towards becoming a distance runner, you probably know that you must do more than simply run at race speed to prepare for your next event. In general, short and fast runs build speed and leg strength while longer, slower sessions develop endurance. Steady-state and tempo runs are endurance training tools in which you run at a consistent pace, although one is a bit more intense than the other.

Steady-State Running Workouts

Steady-state running involves longer runs during which you maintain a moderate but steady pace. Steady-state runs typically last for 25 minutes to one hour or even a bit longer. Running coach Greg McMillan recommends that you maintain the same pace you’d use to run between one hour and 15 minutes and two hours and 30 minutes.

Tempo Running Sessions

The term “tempo run” means different things to different runners. As a very broad definition, a tempo run is a slightly faster version of a steady-state session. Running coach and author Jack Daniels says a tempo run should last for roughly 20 minutes, during which you run at a “threshold pace.” For typical runners, Daniels adds, the threshold pace is approximately 20 to 30 seconds per mile slower than the pace you’d use to race for 5 km, or about 3.1 miles. Like steady-state runs, it’s important to maintain a consistent pace. Just keep the pace faster than your typical steady-state speed.

The Purpose of Tempo and Steady-State Running

Both tempo and steady-state runs are endurance workouts designed to raise your lactate threshold -- the point at which you’ve created more lactic acid via exercise than your body can remove. Simply put, the higher your lactate threshold, the longer you can run. Endurance workouts may also help you recover from more intense running or training sessions and can increase your aerobic fitness. Athletes who run very long distances, such as 10K, half-marathon and marathon races, should include tempo and steady-state running in their training programs.

Combining Steady-State and Tempo Runs

Tempo intervals and combined tempo/steady-state runs are exceptions to the rule that you should run at a consistent pace during your endurance training. If you’re not quite up to a long tempo run, for example, perform tempo intervals to increase your workout’s intensity. Run at your tempo pace for about eight to 15 minutes, then slow to a steady-state pace for three minutes. Continue the pattern for the rest of your session. Alternatively, perform a long steady-state run, but include two or three tempo running segments of around 10 minutes each within your workout.

Overview

The FastCGI module in IIS enables popular application frameworks that support the FastCGI protocol to be hosted on the IIS Web server in a high performance and reliable way. FastCGI provides a high-performance alternative to the Common Gateway Interface (CGI), which is a standard way of interfacing external applications with Web servers that has been a part of the supported IIS feature set since the first release.

CGI programs are executable files that are launched by the Web server for each request to process the request and generate dynamic responses that are then sent back to the client. Because many of these frameworks do not support multi-threaded execution, CGI enables them to execute reliably on IIS by executing exactly one request per process. Unfortunately, it provides poor performance due to the high cost of starting and shutting down a process for each request.

FastCGI addresses the performance issues that are inherent in CGI by providing a mechanism to reuse a single process over and over again for many requests. Additionally, FastCGI maintains compatibility with non-thread-safe libraries by providing a pool of reusable processes and ensuring that each process handles only one request at a time.

Introduction

The PHP programming language has been an important player in the Web Application space for many years. Even though PHP was not developed by Microsoft, supporting this technology is very important to us and so you can install it on any stand-alone IIS Server, and it's also built-in to our cloud-based Windows Azure Web Sites (WAWS) platform. This article explains how to use the Microsoft IIS FastCGI extension to set up and run PHP applications on Windows XP and Windows Server® 2003 operating systems.

What is FastCGI?

FastCGI is a standard protocol that allows the CGI executable files for application frameworks to interface with the Web server. It differs from the standard CGI protocol in that FastCGI reuses CGI processes for multiple requests, which provides a significant performance boost as compared to CGI. Support for IIS FastCGI enables IIS to host normal CGI programs like PHP or Ruby on Rails by using the FastCGI protocol, and to offer high performance and stability for production deployment of such application frameworks.

Using the IIS FastCGI support includes the following:

• IIS Web server
• IIS FastCGI extension
• CGI program (such as php-cgi.exe)

The Web server dispatches HTTP requests to your application to the FastCGI component, which in turn launches the CGI program executable, and forwards the request for processing. Once the request is finished and the response is returned back to the server and sent to the client, the CGI process is reused for a subsequent request. This helps to avoid the high performance penalty of starting a new process for each request, which results in better performance and scalability in a production environment.

Install the FastCGI Extension for IIS 6.0 and IIS 5.1

When you run the FastCGI installer, it copies FastCGI-specific files to the %windir%\system32\inetsrv folder, and then registers and enables the FastCGI Web server extension. Of the files that the installer copies, note the following:

• fcgiext.dll – This is the actual FastCGI handler that communicates with FastCGI-enabled processes for processing requests.
• fcgiext.ini – This is the configuration file that contains the mapping of file extensions to FastCGI processes. It also contains the configuration of FastCGI process pools.
• fcgiconfig.js – This configures the FastCGI extension. The script updates the fcgiext.ini file, modifies the IIS metabase and recycles the Web service application pools if necessary.

 

Running IIS Express without Administrative Privileges

This is very helpful in scenarios where developers are not running with administrative rights on their computers. Even for administrative users, this feature eliminates the User Account Control (UAC) popup window in Windows Vista and Windows 7 from interrupting workflow.

Permanent Residents who have been outside Canada due to COVID19-Residency Obligation

Here is the article. 

One does not automatically lose his PR status simply because you don’t meet the residence obligation. Let us look at Immigration and Refugee protection Act (IRPA) section 46 and I quote:

Permanent resident

• 46 (1) A person loses permanent resident status
  • (a) when they become a Canadian citizen;
  • (b) on a final determination of a decision made outside of Canada that they have failed to comply with the residency obligation under section 28;
  • (c) when a removal order made against them comes into force;
    • (c.1) on a final determination under subsection 108(2) that their refugee protection has ceased for any of the reasons described in paragraphs 108(1)(a) to (d);
  • (d) on a final determination under section 109 to vacate a decision to allow their claim for refugee protection or a final determination to vacate a decision to allow their application for protection; or
  • (e) on approval by an officer of their application to renounce their permanent resident status.

Even if that kababayan does not meet the residency obligation, he is still a PR until an official decision is made on his status. PR status does not expire. Even if he hasn’t lived in Canada for many years, he could still be a PR. While a person’s PR card may expire, that does not mean that his PR status expires. PR status is not something that can expire and needs to be revoked after a negative determination is made.

With a valid PR card, he will not have a problem proving that he is a permanent resident of Canada. However, at the border, an officer may assess his residency obligation. I strongly suggest that he is prepared to respond to all the concerns that the border officer may raise and be ready to request a positive determination via s.28(2) (C) of the IRPA for humanitarian and compassionate considerations. He should provide all documentation and proof for why he did not meet his residency obligations, how he planned on returning to Canada in 2020 and would’ve met his obligation and how COVID19 delayed that. He must also be able to answer what took him long to sell his properties and why he did not return earlier.

If it is determined that that he still has not met the residency obligation and is inadmissible, he may apply to the Immigration Appeal Division (IAD) for a residency appeal. Even if he is found not to have met the residency obligation, the IAD may still allow him to keep his status if there are sufficient humanitarian and compassionate grounds. IAD will assess factors (list is not exhaustive) like: to what extent he fell short from complying his residency obligation, his reasons for being away from Canada, his establishment in Canada, his family ties in Canada and the hardship that he would face if he lose his status.

A child born to permanent resident parents while abroad doesn’t become a permanent resident by birth. According to Immigration and Refugee Protection Regulations, to become a permanent resident, foreign nationals must apply either as a member of the family class, the economic class, or as a refugee.

Under the family class, permanent residents who are at least 18 years old and reside in Canada can sponsor their spouse, partner, or dependent children to become permanent residents and move to Canada.

So, while children born to PR holders outside Canada aren't immediately considered Permanent Residents, there are other options available for travel/sponsorship.

PR Card Don’t Meet the Residency Requirements?

When an officer believes a permanent resident has failed to comply with the residency obligation, then that officer has to report the permanent resident under the provisions of A44(1) and recommend the issuing of a departure order.

The Questionnaire: Determination of Permanent Resident Status has been developed specifically to assist officers in making decisions regarding the permanent residency obligation. However, keep in mind that the questionnaire alone is not sufficient to determine compliance with the residency obligation, and a detailed interview including examining Humanitarian and Compassionate criteria is needed.

It is recognized that in some cases where the person is willing to provide information in order to assist the officer in determining compliance with the residency obligation, the officer and/or the person may need time to gather information/documentation. Therefore, when an examining officer at a port of entry requires further information/documentation from a permanent resident (to enable the officer to make a decision on compliance or non-compliance with the residency obligation), and where the person is willing to submit this information at a later date, the officer may ask the person to come back another day for further evaluation.

It is essential if this is your case, that you are properly prepared.

You might still meet the residency requirements if you were accompanied outside of Canada by a Canadian Citizen.  Provided that each day you are outside Canada, you are accompanied by your Canadian citizen spouse, common-law partner or, in the case of a child, a parent with whom they ordinarily reside, is deemed a day of physical presence in Canada.

Each day a permanent resident is outside Canada, accompanying a spouse, common-law partner or, in the case of a child, a parent who is also a permanent resident and with whom they ordinarily reside, is also deemed a day of physical presence in Canada provided the spouse, common-law partner or parent of the other permanent resident is employed on a full-time basis by a Canadian business or in the public service of Canada or of a province.

The Residency Obligation

The four principal ways that permanent residents can meet the residency obligation are by:

1. Their physical presence in Canada,
2. Accompanying abroad (that is, ordinarily residing with) a spouse or common-law partner or parent who is a Canadian citizen,
3. Being employed abroad, on a full-time basis, by a prescribed Canadian business or in the public service of Canada or of a province,
4. Accompanying abroad (that is, ordinarily residing with) a Canadian permanent resident spouse or common-law partner or parent who is also outside Canada and who is employed, on a full-time basis, by a prescribed Canadian business or in the public service of Canada or of a province.

You will first be assessed based on the cumulative number of days physically present in Canada to determine you have acquired 730 days physical presence in the preceding five-year period.

If the number of days physically present is still less than 730 days, then the officer may count and include any other days that may qualify in any of the remaining three categories identified above, for example, you may have accompanied a spouse abroad who is a Canadian citizen.

If the combined total of days is still less than 730, the residency obligation may still be met if there are H&C considerations relating to the permanent resident, taking into account the best interests of a child directly affected by the determination, that justify retaining permanent resident status.

春季来临，气温升高导致空气干燥，很多人会感觉皮肤瘙痒，大多数人以为是皮肤问题，去皮肤科就诊却总不见疗效。其实有些腿部瘙痒可能是静脉曲张惹的祸。

下肢静脉曲张是静脉内压力增高，导致静脉异常扩张和迂曲，表现为腿部血管在皮肤表面的蚯蚓状隆起。久坐、久站、长期负重者，慢性咳嗽患者，肥胖者和老年人都是静脉曲张的易发病人群。腿部皮肤瘙痒就是早期静脉曲张的典型症状之一。

季节转变时这种静脉曲张导致的腿痒尤为突出。因为季节交替时，腿部表皮血管也会有变化，更多的静脉血淤积在腿部，特别是小腿足踝部。所以此时静脉曲张患者常常出现症状加重，如下肢的曲张静脉团增多，伴有皮肤瘙痒、湿疹、疼痛等，严重者会因为抓挠出现皮肤破溃，甚至引发感染。如不及时就诊，还容易导致病情延误--随着病情的不断发展，病变静脉会不断迂曲、扩张，造成腿部肿胀、色素沉着（皮肤发青、发黑）、疼痛、甚至破溃等并发症，严重的还会发展为无法愈合的“老烂腿”。因此，一旦出现腿部久治不愈的瘙痒、湿疹，建议到专业的血管外科做下肢静脉的超声检查。
